Description of Request: The applicant proposes to surrender its exemption for the project. The project has not operated since April 2017. No ground disturbing activities are proposed and project features would remain in place, as they are part of the historical Royal Mills Complex. The applicant proposes to ensure a minimum continuous flow through the canal and tailrace, pass all other flow over the dam, remove appurtenant equipment from the powerhouse, and secure the site. l.
