Management Regulation, 7000.14–R,
Volume 7B, Chapter 46, paragraph
460103A(1), an annuity for a minor
child is paid to the legal guardian, or,
if there is no legal guardian, to the
natural parent who has care, custody,
and control of the child as the
custodian, or to a representative payee
of the child. An annuity may be paid
directly to the child when the child is
considered to be of majority age under
the law in the state of residence. The
child then is considered an adult for
annuity purposes and a custodian or
legal fiduciary is not required.

collection requirement is necessary to
maintain the safety of contractors and

American interests. JCXS contains two
modules, the Joint Contingency
Contracting System (JCCS), which
evaluates vendors for possible approval
or acceptance to do business with and
have access to U.S. military installations
around the world, and the Civilian
Arming Authorization Management
System (CAAMS), which provides a
standardized and automated process for
the submission, review, approval, and
compliance management of the
contractor arming process. JCXS is the
DoD’s agile, responsive, and global
provider of Joint expeditionary
acquisition business solutions that
fulfill mission-critical requirements
while supporting interagency
collaboration—to include, but not
limited to, contracting, finance, spend
analysis, contract close-out, staffing,
strategic sourcing, and reporting.
