merchandise covered by this review
where applicable.
In accordance with our practice, for
entries of subject merchandise during
the POR produced by LG Chem for
which the company did not know that
the merchandise was destined for the
United States, we will instruct CBP to
liquidate those entries at the all-others
rate if there is no rate for the
intermediate company(ies) involved in
the transaction. We intend to issue

shipments of the subject merchandise
entered, or withdrawn from warehouse,
for consumption on or after the
publication date of the final results of
this administrative review, as provided
by section 751(a)(2)(C) of the Act: (1)
The cash deposit rate for the companies
under review will be the rate
established in the final results of this
review (except, if the ad valorem rate is
de minimis, then the cash deposit rate
will be zero); (2) for merchandise
exported by producers or exporters not
covered in this administrative review
but covered in a prior segment of the
proceeding, the cash deposit rate will
continue to be the company-specific rate
published for the most recently
completed segment of this proceeding;
(3) if the exporter is not a firm covered
in this review, or the original
investigation, but the producer is, the
cash deposit rate will be the rate
established for the most recently
completed segment of this proceeding
for the producer of the subject
merchandise; and (4) the cash deposit
rate for all other manufacturers or
exporters will continue to be 9.66
percent, the all-others rate established
in the investigation.8 These cash deposit
requirements, when imposed, shall
remain in effect until further notice.

Safe Handling, Release, and
Identification Workshops
Since January 1, 2007, shark limitedaccess and swordfish limited-access
permit holders who fish with longline
or gillnet gear have been required to
submit a copy of their Safe Handling,
Release, and Identification Workshop
certificate in order to renew either
permit (71 FR 58057; October 2, 2006).
These certificate(s) are valid for 3 years.
Certificates issued in 2017 will be
expiring in 2020. As such, vessel
owners who have not already attended
a workshop and received a NMFS
certificate, or vessel owners whose
certificate(s) will expire prior to the next
permit renewal, must attend a workshop
to fish with, or renew, their swordfish
and shark limited-access permits.
Additionally, new shark and swordfish
limited-access permit applicants who
intend to fish with longline or gillnet
gear must attend a Safe Handling,
Release, and Identification Workshop
and submit a copy of their workshop
certificate before either of the permits
will be issued. Approximately 334 free
Safe Handling, Release, and
Identification Workshops have been
conducted since 2006.
In addition to certifying vessel
owners, at least one operator on board
vessels issued a limited-access
swordfish or shark permit that uses
longline or gillnet gear is required to
attend a Safe Handling, Release, and
Identification Workshop and receive a
certificate. Vessels that have been issued
a limited-access swordfish or shark
permit and that use longline or gillnet
gear may not fish unless both the vessel
owner and operator have valid
workshop certificates onboard at all
times. Vessel operators who have not
already attended a workshop and
received a NMFS certificate, or vessel
operators whose certificate(s) will
expire prior to their next fishing trip,
must attend a workshop to operate a
vessel with swordfish and shark
limited-access permits that uses
longline or gillnet gear.

To Specified Activities; Taking Marine
Mammals Incidental to Alaska Marine
Lines Lutak Dock Project, Haines,
Alaska
Workshop Objectives
The Safe Handling, Release, and
Identification Workshops are designed
to teach longline and gillnet fishermen
the required techniques for the safe
handling and release of entangled and/
or hooked protected species, such as sea
turtles, marine mammals, and
smalltooth sawfish, and prohibited
sharks. In an effort to improve reporting,
the proper identification of protected
species and prohibited sharks will also
be taught at these workshops.
Additionally, individuals attending
these workshops will gain a better
understanding of the requirements for
participating in these fisheries. The
overall goal of these workshops is to
provide participants with the skills
needed to reduce the mortality of
protected species and prohibited sharks,
which may prevent additional
regulations on these fisheries in the
future.

SUPPLEMENTARY INFORMATION:
Background
The MMPA prohibits the ‘‘take’’ of
marine mammals, with certain
exceptions. Sections 101(a)(5)(A) and
(D) of the MMPA (16 U.S.C. 1361 et
seq.) direct the Secretary of Commerce
(as delegated to NMFS) to allow, upon
request, the incidental, but not
intentional, taking of small numbers of
marine mammals by U.S. citizens who
engage in a specified activity (other than
commercial fishing) within a specified
geographical region if certain findings
are made and either regulations are
issued or, if the taking is limited to
harassment, a notice of a proposed
incidental take authorization may be
provided to the public for review.
Authorization for incidental takings
shall be granted if NMFS finds that the
taking will have a negligible impact on
the species or stock(s) and will not have
an unmitigable adverse impact on the
availability of the species or stock(s) for
taking for subsistence uses (where
relevant). Further, NMFS must prescribe
the permissible methods of taking and
other ‘‘means of effecting the least
practicable adverse impact’’ on the
affected species or stocks and their
habitat, paying particular attention to
rookeries, mating grounds, and areas of
similar significance, and on the
availability of the species or stocks for
taking for certain subsistence uses
(referred to in shorthand as
‘‘mitigation’’); and requirements
pertaining to the mitigation, monitoring
and reporting of the takings are set forth.
The definitions of all applicable
MMPA statutory terms cited above are
included in the relevant sections below.

Registration Materials
To ensure that workshop certificates are linked to the correct
permits, participants will need to bring the following specific items
to the workshop:
Atlantic shark dealer permit holders must bring proof that
the attendee is an owner or agent of the business (such as articles of
incorporation), a copy of the applicable permit, and proof of

Identification Workshop, please contact Angler Conservation Education
at (386) 682-0158. Pre-registration is highly recommended, but not
required.
Registration Materials
To ensure that workshop certificates are linked to the correct
permits, participants will need to bring the following specific items
with them to the workshop:
Individual vessel owners must bring a copy of the
appropriate swordfish and/or shark permit(s), a copy of the vessel
registration or documentation, and proof of identification.
Representatives of a business-owned or co-owned vessel
must bring proof that the individual is an agent of the business (such
as articles of incorporation), a copy of the applicable swordfish and/
or shark permit(s), and proof of identification.
Vessel operators must bring proof of identification.
Workshop Objectives
The Safe Handling, Release, and Identification Workshops are
designed to teach longline and gillnet fishermen the required
techniques for the safe handling and release of entangled and/or hooked
protected species, such as sea turtles, marine mammals, and smalltooth
sawfish, and prohibited sharks. In an effort to improve reporting, the
proper identification of protected species and prohibited sharks will
also be taught at these workshops. Additionally, individuals attending
these workshops will gain a better understanding of the requirements
for participating in these fisheries. The overall goal of these
workshops is to provide participants with the skills needed to reduce
the mortality of protected species and prohibited sharks, which may
prevent additional regulations on these fisheries in the future.
