2019, Anbaric Development Partners,
LLC (Complainant) filed a formal
complaint against the PJM
Interconnection, L.L.C. (PJM or
Respondent) pursuant to sections 206
and 306 of the Federal Power Act, 16
U.S.C. 824e, 825e, and Rule 206 of the
Federal Energy Regulatory
Commission’s (Commission) Rules of
Practice and Procedure, 18 CFR 385.206,
alleging that (i) the transmission
interconnection procedures under the
PJMs’ Tariff are unjust, unreasonable
and unduly discriminatory and
preferential; and (ii) requesting that the
Commission (a) require PJM to give
Transmission Platform Projects the
opportunity to obtain Material
Interconnection Rights under the PJM
Tariff; (b) direct PJM to modify the PJM
Tariff to permit open access
Transmission Platform Projects as
defined as Remote Generation Resource
