SUPPLEMENTARY INFORMATION: This notice informs the public that the FirstNet Authority Board and the Board Committees will convene an open public meeting on December 5, 2019. Background: The Middle Class Tax Relief and Job Creation Act of 2012 (Pub. L. 112–96, Title VI, 126 Stat. 256 (codified at 47 U.S.C. 1401 et seq.)) (Act) established the FirstNet Authority as an independent authority within the National Telecommunications and Information Administration that is headed by a Board. The Act directs the FirstNet Authority to ensure the building, deployment, and operation of a nationwide, interoperable public safety broadband network. The FirstNet Authority Board is responsible for making strategic decisions regarding the FirstNet Authority’s operations. The FirstNet Authority Board held its first public meeting on September 25, 2012. Matters to be Considered: The FirstNet Authority will post a detailed agenda for the Combined Board Committees and Board Meeting on its website, www.firstnet.gov, prior to the meetings. The agenda topics are subject to change. Please note that the subjects that will be discussed by the Committees and the Board may involve commercial or financial information that is privileged or confidential or other legal matters affecting the FirstNet Authority. It was formally docketed on November 19, 2019. Scope of the Order The product covered by this order is dry xanthan gum, whether or not coated or blended with other products, from China. For a complete description of the scope of this order, see the Issues and Decision Memorandum. Analysis of Comments Received We addressed all issues raised in the case and rebuttal briefs submitted by interested parties in the Issues and Decision Memorandum, which is hereby adopted by this notice. The Appendix to this notice provides a list of sections in the Issues and Decision Memorandum as well as a list of the issues which parties raised. The Issues and Decision Memorandum is a public document and is on file electronically via Enforcement and Compliance’s Antidumping and Countervailing Duty Centralized Electronic Service System (ACCESS). ACCESS is available to registered users at https://access.trade.gov and it is available to all parties in the Central Records Unit of the main Commerce building, room B8024. Changes Since the Preliminary Results Based on a review of the record and comments received from interested parties regarding the Preliminary Results, we have corrected a ministerial error that occurred in determining the surrogate value for Deosen’s cornstarch.3 We have made no other changes to the Preliminary Results.
