The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of: (1) A 45-foot-high, 23-foot-wide support structure; (2) a 25-kilowatt turbine-generator unit (other in-stream turbine-generators would also be tested at the site); (3) a 500-foot-long, 13.2kilovolt transmission line; and (4) appurtenant facilities. The estimated average annual generation of the project would be 54.7 megawatt-hours. The proposed project would occupy approximately 0.10 acres of federal land under the jurisdiction of the U.S. Army Corps of Engineers.
