(b) Effective period. This section is in
effect from 8 a.m. on November 18,
2019, through 4 p.m. on November 22,
2019.
(c) Enforcement period. This section
will be enforced from 8 a.m. through 4
p.m. each day from November 18, 2019
through November 22, 2019.
(d) Regulations. (1) In accordance
with the general regulations in § 165.23
of this part, entry of vessels or persons
into this zone is prohibited unless
specifically authorized by the COTP or
designated representative. A designated
representative is a commissioned,
warrant, or petty officer of the U.S.
Coast Guard assigned to units under the
operational control of USCG Sector
Ohio Valley.
(2) All persons or vessels desiring
entry into or passage through the safety
zone must request permission from the
COTP or a designated representative.
U.S. Coast Guard Sector Ohio Valley
may be contacted on VHF Channel 13 or
16, or at 1–800–253–7465.
(3) Persons and vessels permitted to
enter this safety zone must transit at
their slowest safe speed and comply
with all lawful directions issued by the
COTP or the designated representative.
(e) Information broadcasts. The COTP
or a designated representative will
inform the public through Broadcast
Notices to Mariners of any changes in
the planned schedule.

the Coast Guard will enforce this safety
zone on all waters of the Chicago
Sanitary and Ship Canal between mile
marker 296 and mile marker 296.7.
Enforcement will occur from 7 a.m.
through 1 p.m. and 3 p.m. to 5 p.m.
from November 18, 2019 to November
22, 2019. During the enforcement
period, no vessel may transit this
regulated area without approval from
the Captain of the Port Lake Michigan
or a designated representative. Vessels
and persons granted permission to enter
the safety zone shall obey all lawful
orders or directions of the Captain of the
Port Lake Michigan, or an on-scene
representative.
This notice of enforcement is issued
under the authority of 33 CFR 165.930
and 5 U.S.C. 552(a). In addition to this
