the Director of the Division of
Hydropower Licensing approved Green
Mountain’s request to use the
Traditional Licensing Process.
k. With this notice, we are initiating
informal consultation with the U.S. Fish
and Wildlife Service and NOAA
Fisheries under section 7 of the
Endangered Species Act and the joint
agency regulations thereunder at 50 CFR
part 402; and NOAA Fisheries under
section 305(b) of the Magnuson-Stevens
Fishery Conservation and Management
Act and implementing regulations at 50
CFR 600.920. We are also initiating
consultation with the Vermont State
Historic Preservation Officer, as
required by section 106 of the National
Historic Preservation Act, and the
implementing regulations of the
Advisory Council on Historic
Preservation at 36 CFR 800.2.
l. With this notice, we are designating
Green Mountain as the Commission’s
non-federal representative for carrying
out informal consultation pursuant to
section 7 of the Endangered Species Act;
and consultation pursuant to section
106 of the National Historic
Preservation Act.
m. Green Mountain filed a PreApplication Document (PAD; including
a proposed process plan and schedule)
with the Commission, pursuant to 18
CFR 5.6 of the Commission’s
regulations.
n. A copy of the PAD is available for
review at the Commission in the Public

AGENCY:
The Environmental Protection
Agency (EPA) has submitted an
information collection request (ICR),
Certification and Compliance
Requirements for Nonroad SparkIgnition Engines (EPA ICR Number
1695.13, OMB Control Number 2060–
0338) to the Office of Management and
Budget (OMB) for review and approval
in accordance with the Paperwork
Reduction Act. This notice is a
proposed extension of the ICR, which is
currently approved through October 31,
2019. Public comments were previously
requested via the Federal Register on
July 2, 2019 during a 60-day comment
period. This notice allows for an
additional 30 days for public comments.
A fuller description of the ICR is given
below, including its estimated burden
and cost to the public. An agency may
not conduct or sponsor and a person is
not required to respond to a collection
of information unless it displays a
currently valid OMB control number.
DATES: Additional comments must be
submitted on or before December 2,
2019.
