SUPPLEMENTARY INFORMATION: In
accordance with the Paperwork
Reduction Act of 1995, we provide the
general public and other Federal
agencies with an opportunity to
comment on new, proposed, revised,
and continuing collections of
information. This helps us assess the
impact of our information collection
requirements and minimize the public’s

public understand our information
collection requirements and provide the
requested data in the desired format.
A Federal Register notice with a 60day public comment period soliciting
comments on this collection of
information was published on June 17,
2019, 84 FR 28068. We did not receive
any public comments in response to that
notice.
We are again soliciting comments on
the proposed ICR that is described
below. We are especially interested in
public comments addressing the
following issues: (1) Is the collection
necessary to the proper functions of the
USGS; (2) will this information be
processed and used in a timely manner;
(3) is the estimate of burden accurate;
(4) how might the USGS enhance the
quality, utility, and clarity of the
information to be collected; and (5) how
might the USGS minimize the burden of
this collection on the respondents,
including through the use of
information technology.

response to this notice are a matter of
public record. Before including your
address, phone number, email address,
or other personal identifying
information in your comment, you
should be aware that your entire

tons TNT-equivalent have occurred.

Notice is hereby given that, on
September 10, 2019, pursuant to Section
6(a) of the National Cooperative
Research and Production Act of 1993,
15 U.S.C. 4301 et seq. (‘‘the Act’’), the
Institute of Electrical and Electronics
Engineers (‘‘IEEE’’) has filed written
notifications simultaneously with the
Attorney General and the Federal Trade
Commission disclosing additions or
changes to its standards development
activities. The notifications were filed
for the purpose of extending the Act’s
provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.
Specifically, 500 new standards have
been initiated and 360 existing
standards are being revised. More detail

of Directors approved an update of the
IEEE patent policy for standards
development, which became effective
on 15 March 2015. The updated policy

On September 17, 2004, IEEE filed its
original notification pursuant to Section

Act on November 3, 2004 (69 FR 64105).
The last notification was filed with
the Department on April 13, 2015. A
notice was published in the Federal
Register pursuant to Section 6(b) of the
Act on May 27, 2015 (80 FR 30267).

Systems Alliance, Inc. (‘‘PXI Systems’’)
has filed written notifications
simultaneously with the Attorney

membership. The notifications were
filed for the purpose of extending the
Act’s provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.
Specifically, Acculogic Inc., Markham,
CANADA, has been added as a party to
this venture.
Also, Anritsu Company, Morgan Hill,
CA; and INTERLATIN, Tlaquepaque,
ME´XICO, have withdrawn as parties to
this venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and PXI Systems
intends to file additional written
notifications disclosing all changes in
membership.
On November 22, 2000, PXI Systems
filed its original notification pursuant to
Section 6(a) of the Act. The Department
of Justice published a notice in the
Federal Register pursuant to Section
6(b) of the Act on March 8, 2001 (66 FR
13971).
The last notification was filed with
the Department on July 23, 2019. A
notice was published in the Federal
Register pursuant to Section 6(b) of the
Act on August 9, 2019 (84 FR 39372).

the Department on July 26, 2019. A
notice was published in the Federal
