C. Request for Public Comments and
Information
1. Reviews of Industrial Wastewater
Discharges and Treatment Technologies
The EPA solicits comments on the
reviews of industrial wastewater
discharges and treatment technologies
that were conducted for the
development of Preliminary Plan 14 and
described therein. The EPA solicits
comments on the new analyses and
tools announced in Preliminary Plan 14,
including analyses of industrial sources
and discharges of nutrients and per- and
polyfluoroalkyl substances (PFAS), a
new methodology for proposed
treatment technology reviews, and a
proposed effluent limitations guidelines
database. Preliminary Plan 14 presents
initial results for some new analyses
(e.g., industrial discharges of nutrients).
The EPA solicits comments on the
utility and applicability of these results
along with any comments or suggestions
on the methodologies used to obtain
them.

The EPA solicits comment on other
data sources it might use in its annual
reviews and biennial planning process.

In accordance with section
3506(c)(2)(A) of the Paperwork
Reduction Act of 1995, and the Office of
Management and Budget (OMB)
regulations, DoD, GSA, and NASA
invite the public to comment on a
revision and renewal concerning
patents. DoD, GSA, and NASA invite
comments on: Whether the proposed
collection of information is necessary
for the proper performance of the
functions of Federal Government
acquisitions, including whether the
information will have practical utility;
the accuracy of the estimate of the
burden of the proposed information
collection; ways to enhance the quality,
utility, and clarity of the information to
be collected; and ways to minimize the
burden of the information collection on
respondents, including the use of
automated collection techniques or
other forms of information technology.
OMB has approved this information
collection for use through January 31,
2020. DoD, GSA, and NASA propose
that OMB extend its approval for use for
three additional years beyond the
current expiration date.

consider all comments received by
December 23, 2019.

The patent coverage in Federal
Acquisition Regulation (FAR) subpart
27.2 requires the contractor to report
each notice of a claim of patent or
copyright infringement that came to the
contractor’s attention in connection
with performing a Government contract
(FAR 52.227–2).
The contractor is also required to
report all royalties anticipated or paid in
excess of $250 for the use of patented
inventions by furnishing the name and
address of licensor, date of license
agreement, patent number, brief
description of item or component,
percentage or dollar rate of royalty per
unit, unit price of contract item, and
number of units (FAR 52.227–6, and
52.227–9).
