In order to reduce benefits, the plan sponsor is required to submit an application to the Secretary of the Treasury, which must be approved or denied in consultation with the Pension Benefit Guaranty Corporation (PBGC) and the Department of Labor. On September 23, 2019, the Board of Trustees of the Fund submitted an application for approval to reduce benefits under the plan. As required by MPRA, that application has been published on Treasury’s website at https://www.treasury.gov/services/ Pages/Plan-Applications.aspx. Treasury is publishing this notice in the Federal Register, in consultation with PBGC and the Department of Labor, to solicit public comments on all aspects of the Fund’s application. SUMMARY: The Department of the Treasury, as part of its continuing 
effort to reduce paperwork and respondent burden, invites the general 
public and other Federal agencies to comment on revisions to an 
existing information collection, as required by the Paperwork Reduction 
Act of 1995. The Office of the Fiscal Assistant Secretary, within the 
Department of the Treasury, is soliciting comments concerning the 
application, reports, and recordkeeping for the Direct Component and 
the Centers of Excellence Research Grants Programs under the Resources 
and Ecosystems Sustainability, Tourist Opportunities, and Revived 
Economies of the Gulf Coast States Act of 2012 (RESTORE Act). 
Additionally, Treasury published a final rule in the Federal Register 
on December 13, 2016, effective January 12, 2017, titled Regulation
