subcommittees operate under the
provisions of the FACA (5 U.S.C.
appendix), the Government in the
Sunshine Act (5 U.S.C. 552b), governing
Federal statutes and regulations, and
governing NIC policies/procedures.
The Board shall meet at the call of the
Board’s Designated Federal Officer, in
consultation with the Chairperson. The
estimated number of Committee
meetings is two per year.
In addition, the Designated Federal
Officer is required to be in attendance
at all Board and subcommittee meetings
for the entire duration of each and every
meeting; however, in the absence of the
Designated Federal Officer, the
Alternate Designated Federal Officer
shall attend the entire duration of the
Committee or subcommittee meeting.
Pursuant to 41 CFR 102–3.105(j) and
102–3.140, the public or interested
organizations may submit written
statements to NIC Advisory Board’s
membership about the Board’s mission
and functions. Written statements may
be submitted at any time or in response
to the stated agenda of planned meeting
of NIC Advisory Board.
All written statements shall be
submitted to the Designated Federal
Officer for the National Institute of
Corrections Advisory Board, and this
individual will ensure that the written
statements are provided to the
membership for their consideration.
The Designated Federal Officer,
pursuant to 41 CFR 102–3.150, will
announce planned meetings of the
Department of Defense Historical
Advisory Committee. The Designated
Federal Officer, at that time, may
provide additional guidance on the
submission of written statements that
are in response to the stated agenda for
the planned meeting in question.

the Advisory Council on Employee

Welfare and Pension Benefit Plans (also
known as the ERISA Advisory Council)
will be held on November 4–5, 2019.
The meeting will take place at the
U.S. Department of Labor, 200
Constitution Avenue NW, Washington,
DC 20210 on November 4, from 2:00
p.m. to approximately 5:00 p.m. and on
November 5, from 9:00 a.m. to
approximately 3:30 p.m., with a break
for lunch. The afternoon session on
November 4 and the morning session on
November 5 will be in C–5521 Room 4.
The afternoon session on November 5
will take place in Room S–2508. The
purpose of the sessions on November 4
and the morning of November 5 is for
the Advisory Council members to
finalize the recommendations they will
present to the Secretary of Labor. At the
November 5 afternoon session, the
Council members will receive an update
from leadership of the Employee
Benefits Security Administration
(EBSA) and present their
recommendations.
The Council recommendations will be
on the following issues: (1) Beyond Plan
Audit Compliance: Improving the
Financial Statement Audit Process and
(2) Permissive Transfers of Uncashed
Checks from ERISA Plans to State
Unclaimed Property Funds.
