determine that the person known as Baha' Abu al-'Ata, also known as 
Baha'a Abu al-Ata, also known as Baha' Salim Hasan Abu al-`Ata, also 
known as Abu-Salim, is a foreign person who is a leader of an entity 
whose property and interests in property are blocked pursuant to a 
determination by the Secretary of State pursuant to Executive Order 
13224.
