activities are proposed. The applicant
proposes to fill the forebay and penstock
with sand, remove all electrical
equipment (cabinets) from the
powerhouse, and close all the gates to
the gatehouse except for the 2-foot by 2foot fill gate to provide Aclara Meters’
processing water (approximately 0.04–
0.05 cubic feet per second) into the
canal. All other flow would continue to
be spilled over the spillway or through
the bypass gate in the canal. The project
has been inoperable since 2011 due to
a penstock failure.

the complaint.
