while recharging the aquifer. The
remaining portion of dewatering water
would be piped to the RIBs.
Under the No Action Alternative, the
plan modification would not be
authorized and the activities described
under the Proposed Action would not
occur. MMC would continue mining
activities as authorized in their current
Plan, dated November 6, 2013, with
closure in 2027, followed by
approximately three years of
reclamation.
Amendments to two associated rightsof-ways (ROWs) needed to
accommodate the proposed mine
changes are also evaluated in the EIS.
These ROWs include relocation of a
portion of the county road called
Buffalo Valley Road and of a portion of
the existing 120-kV power line (ROW
held by NV Energy).
A Notice of Availability (NOA) of the
Draft EIS for the proposed Mackay
Project was published in the Federal
Register on May 20, 2019 (FR Doc No:
2019–10473). Two open house public
meetings were held during the comment
period. The BLM received 13 letters
with 186 public scoping comments
during the 45-day comment period. Five
of the letters contained substantive
comments which included concerns on
potential impacts to existing fissures on
Interstate 80, stability of the pit and
waste rock storage facility adjacent to
the county road, the California Trail,
groundwater quality, pit lake quality,
springs and associated wetlands, and
eagles. These comments were
considered and addressed in Appendix
I (Draft Environmental Impact Statement
Public Comments and Responses) of the
Final EIS.
Comments on the Draft EIS received
from the public and internal BLM
review were considered and
incorporated as appropriate into the
Final EIS. Public comments resulted in
the addition of clarifying text, but did
not significantly change the proposed
action.
