Caltrans assumed, environmental
responsibilities for this project pursuant
to 23 U.S.C. 327. Notice is hereby given
that the Caltrans, have taken final
agency actions subject to 23 U.S.C.
139(l)(1) by issuing licenses, permits,
and approvals for the following highway
project in the State of California: The
City of El Segundo proposes to extend
Park Place from Allied Way to Nash
Street with a railroad grade separation.
Park Place currently exists in two
segments with a roughly quarter mile
gap across an undeveloped area which
consists of Union Pacific Railroad
(UPRR) and Burlington Northern Santa
Fe (BNSF) railroad spurs. The project
would implement a gap closure to
develop Park Place as an alternate eastwest route between Pacific Coast
Highway (PCH) and Douglas Street to
relieve congestion along portions of
Rosecrans Avenue and PCH, as well as
to improve local traffic circulation and
access to and from the 1–105 freeway.
The actions by the Federal agencies, and
the laws under which such actions were
taken, are described in the Final
Environmental Assessment (EA) with a
Finding of No Significant Impact
(FONSI) and Environmental Impact
Report (EIR) with a NOD (Notice of
Determination) for the project, approved
on April 4, 2019, and in other
documents in the FHWA project
records. The Final EA/FONSI and EIR/
NOD, and other project records are
available by contacting Caltrans at the
addresses provided above. The Final
EA/FONSI and EIR/NOD can be viewed
and downloaded from the project
website at https://www.elsegundo.org/
