The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any landdisturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following: (1) A new 30-foot-wide, 30-foot-deep, 160-foot-tall modular frame structure to be installed at the intake for the outlet pipe adjacent to the outlet tower, containing two turbinegenerator units with a rated capacity of 1,450 kilowatts each; (2) a new switchgear and control room located in the modular structure; and (3) a new 13kilovolt transmission line connecting the modular structure with a nearby existing electrical grid. The proposed project would have an annual generation of 12,750 megawatt-hours.
