The exemption will enable Transco’s drivers to comply with the 30-minute break requirement while performing on-duty not-driving tasks.     Pursuant to the authority vested in the Secretary of State, 
including under section 7045(b)(4) of the Department of State, Foreign 
Operations, and Related Programs Appropriations Act, 2019 (Div. F, Pub. 
L. 116-6), I hereby certify and report that:
