The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following: (1) A new 30-foot-long, 30-foot-wide, 160-foot-high Large Frame Module; (2) two turbine-generator units with a total rated capacity of 2.2 megawatts; (3) a new 4-foot-long, 4-footwide, 3-foot-high pad-mounted transformer; (4) a new 200-foot-long, 13kilovolt transmission line connecting the new transformer to an existing distribution line; and (5) appurtenant facilities.
