Preliminary Results, we provided all
interested parties an opportunity to
comment and to request a public
hearing regarding our preliminary
finding that TAK is the successor-ininterest to TCK.5 We received no
comments or requests for a public
hearing from interested parties within
the time period set forth in the Initiation
and Preliminary Results.6
Scope of the AD Order
The merchandise subject to this order
is synthetic staple fibers, not carded or
combed, specifically bi-component
polyester fibers having a polyester fiber
component that melts at a lower
temperature than the other polyester
fiber component (low melt PSF). The
scope includes bi-component polyester
staple fibers of any denier or cut length.
The subject merchandise may be coated,
usually with a finish or dye, or not
coated.
Low melt PSF is classifiable under the
Harmonized Tariff Schedule of the
United States (HTSUS) subheading
5503.20.0015. Although the HTSUS
subheading is provided for convenience
and customs purposes, the written
description of the scope of the order is
dispositive.
Final Results of Changed
Circumstances Review
For the reasons stated in the Initiation
and Preliminary Results, and because
we received no comments from
interested parties to the contrary,
Commerce continues to find that TAK is
the successor-in-interest to TCK. As a
result of this determination and
consistent with established practice, we
find that TAK should receive the cash
deposit rate assigned to TCK.
Consequently, Commerce will instruct
U.S. Customs and Border Protection to
suspend entries of subject merchandise
produced or exported by TAK at TCK’s
current cash deposit rate of 16.27
percent.7 This cash deposit requirement
will be effective on the publication date
of our final results and shall remain in
effect until further notice.

The Board provides the Secretary of
Defense independent advice and
recommendations on matters
concerning defense policy. Specifically,
the Board will focus on: (a) Issues
central to strategic DoD planning; (b)
policy implications of U.S. force
structure and force modernization on
DoD’s ability to execute U.S. defense
strategy; (c) U.S. regional defense
policies; (d) and any other topics raised
by the Secretary of Defense, the Deputy
Secretary of Defense, or the Under
Secretary of Defense for Policy.
The Board shall be composed of not
more than 20 members who have
distinguished backgrounds in defense
and national security affairs. Individual
members will be appointed according to
DoD policy and procedures, and serve a
term of service of one-to-four years with
annual renewals. One member will be
appointed as Chair of the Board. No
member, unless approved according to
DoD policy and procedures, may serve
more than two consecutive terms of
service on the Board, to include its
subcommittees, or serve on more than
two DoD federal advisory committees at
one time.
Members of the Board who are not
full-time or permanent part-time Federal
officers, employees, or members of the
Armed Forces will be appointed as
experts or consultants, pursuant to 5
U.S.C. 3109, to serve as special
government employee members. Board
members who are full-time or
permanent part-time Federal officers,
employees, or members of the Armed
Forces will be appointed pursuant to 41
CFR 102–3.130(a), to serve as regular
government employee members.
All members of the Board are
appointed to provide advice on the basis
of their best judgment without
representing any particular point of
view and in a manner that is free from
conflict of interest. Except for
reimbursement of official Board-related
travel and per diem, members serve
without compensation.
The public or interested organizations
may submit written statements to the
Board membership about the Board’s
mission and functions. Written
statements may be submitted at any
time or in response to the stated agenda
of planned meeting of the Board. All
written statements shall be submitted to
the DFO for the Board, and this
individual will ensure that the written
statements are provided to the
membership for their consideration.
