SUMMARY: This action proposes to
revoke the Class E airspace designated
as an extension to a Class C surface area
at Lafayette Regional Airport/Paul
Fournet Field, Lafayette, LA, and amend
the Class E airspace extending upward
from 700 feet above the surface at
Lafayette Regional Airport/Paul Fournet
Field and Acadiana Regional Airport,
New Iberia, LA, which is contained
within the Lafayette, LA, airspace legal
description. The FAA is proposing this
action as the result of the
decommissioning of the Acadi nondirectional beacon (NDB), which
provided navigation information for the
instrument procedures at Acadiana
Regional Airport, and the development
of new instrument procedures at
Lafayette Regional Airport/Paul Fournet
Field. The geographic coordinates of
Lafayette Regional Airport/Paul Fournet
Field and the names of Lafayette
Regional Airport/Paul Fournet Field,
Acadiana Regional Airport, and
Abbeville Chris Crusta Memorial
Airport, Abbeville, LA, which is
contained within the Lafayette, LA,
airspace legal description, would also be
updated to coincide with the FAA’s
aeronautical database.

Subtitle I, Section 106 describes the
authority of the FAA Administrator.
Subtitle VII, Aviation Programs,
describes in more detail the scope of the
agency’s authority. This rulemaking is
promulgated under the authority
described in Subtitle VII, Part A,
Subpart I, Section 40103. Under that
section, the FAA is charged with
prescribing regulations to assign the use
of airspace necessary to ensure the
safety of aircraft and the efficient use of
airspace. This regulation is within the
scope of that authority as it would
revoke the Class E airspace designated
as an extension to a Class C surface area
at Lafayette Regional Airport/Paul
Fournet Field, Lafayette, LA, and amend
the Class E airspace extending upward
from 700 feet above the surface at
Lafayette Regional Airport/Paul Fournet
Field and Acadiana Regional Airport,
New Iberia, LA, to support instrument
flight rule operations at these airports.

The Proposal
The FAA is proposing an amendment
to Title 14 Code of Federal Regulations
(14 CFR) part 71 by:
Removing the Class E airspace
designated as an extension to a Class C
surface area at Lafayette Regional
Airport/Paul Fournet Field, Lafayette,
LA, as it is no longer required;
And amending the Class E airspace
extending upward from 700 feet above
the surface to within a 7.5-mile radius
(decreasing from a 7.7-mile radius) of
the Lafayette Regional Airport/Paul
Fournet Field; within a 6.7-mile radius
(decreased from a 6.9-mile radius) of
Acadiana Regional Airport, New Iberia,
LA; updating the names of Lafayette
Regional Airport/Paul Fournet Field
(previously Lafayette Regional Airport),
Abbeville Chris Crusta Memorial
Airport (previously Abbeville Municipal
Airport), and Acadiana Regional Airport
(previously Acadiana Regional) to
coincide with the FAA’s aeronautical
database; and updating the geographic
coordinates of Lafayette Regional
Airport/Paul Fournet Field to coincide
with the FAA’s aeronautical database;
and removing the city associated with
the Acadiana Regional Airport from the
airspace legal description to comply
with a change to FAA Order 7400.2M,
Procedures for Handling Airspace
Matters.
This action is the result of an airspace
review caused by the decommissioning
of the Acadi NDB, which provided
navigation information for the
instrument procedures at Acadiana
Regional Airport and the development
of new instrument procedures at
Lafayette Regional Airport/Paul Fournet
Field.
Class E airspace designations are
published in paragraph 6003 and 6005,
respectively, of FAA Order 7400.11C,
dated August 13, 2018, and effective
September 15, 2018, which is
incorporated by reference in 14 CFR
71.1. The Class E airspace designations
listed in this document will be
published subsequently in the Order.

The FAA has determined that this
regulation only involves an established
body of technical regulations for which
frequent and routine amendments are
necessary to keep them operationally
current, is non-controversial and
unlikely to result in adverse or negative
comments. It, therefore: (1) Is not a
‘‘significant regulatory action’’ under
Executive Order 12866; (2) is not a
‘‘significant rule’’ under DOT
Regulatory Policies and Procedures (44

SUMMARY: The Coast Guard is proposing
to establish temporary special local
regulations for certain waters of the
Kaskaskia River. This action is
necessary to provide for the safety of life
near Evansville, IL on the Kaskaskia
River from mile marker 10 to mile
marker 11 during drag boat races on
September 14 and 15, 2019. This
proposed rulemaking would prohibit
persons and vessels from being in the
regulated area unless authorized by the
Captain of the Port Sector Upper
Mississippi River or a designated
representative. We invite your

The Proposal
