unless to do so would be inconsistent
with applicable law or otherwise
impractical. The EPA believes that this
action is not subject to the requirements
of section 12(d) of the NTTAA because
application of those requirements would
be inconsistent with the CAA.

The EPA lacks the discretionary
authority to address environmental
justice in this rulemaking.

Proposed rule; notice of intent.
The Environmental Protection
Agency (EPA) Region 2 is issuing a
Notice of Intent to Delete the Peter
Cooper Superfund Site (Site) located in
the Village of Gowanda, Cattaraugus
County, New York, from the National
Priorities List (NPL) and requests public
comments on this proposed action. The
NPL, promulgated pursuant to section
105 of the Comprehensive
Environmental Response,
Compensation, and Liability Act
(CERCLA) of 1980, as amended, is an
appendix of the National Oil and
Hazardous Substances Pollution
Contingency Plan (NCP). The EPA and
the State of New York, through the
Department of Environmental
Conservation (NYSDEC), have
determined that all appropriate
response actions under CERCLA, other
than operation and maintenance,
monitoring and five-year reviews, have
been completed. However, this deletion
does not preclude future actions under
Superfund.
DATES: Comments must be received by
August 29, 2019.

in the preamble to the direct final
Notice of Deletion, and those reasons
are incorporated herein. If we receive no
adverse comment(s) on this deletion
action, we will not take further action
on this Notice of Intent to Delete. If we
receive adverse comment(s), we will

In this document, the Federal
Communications Commission
(Commission) seeks to propose a Pilot
program within the Universal Service
Fund (USF or Fund) to support
connected care for low-income
Americans and veterans. The
Commission specifically seeks to better
understand how the Fund can play a
role in helping patients stay directly
connected to health care providers
through telehealth services and improve
health outcomes among medically
underserved populations that are
missing out on vital technologies.
