Kinder Morgan proposes to construct, and operate the Acadiana Project (Project). The Project involves the: (1) Installation of three (3) new gas fired compressor units totaling 95,700 International Organization for Standardization (ISO) horsepower at Kinder Morgan’s existing Compressor PO 00000 Frm 00036 Fmt 4703 Sfmt 4703 Station No. 760 in Acadia Parish, Louisiana, (2) modifications to meter piping at Kinder Morgan’s existing Columbia Gulf Transmission Meter Station in Evangeline Parish, Louisiana, and (3) the installation of auxiliary facilities at both locations, all as more fully set forth in the application which is on file with the Commission and open to public inspection. Specifically, the Project will allow Kinder Morgan to increase firm northto-south transportation capacity on its system by 894,000 dekatherms per day (Dth/d) from existing pipeline that interconnects to an existing delivery point with Sabine Pass Liquefaction, LLC (SPL) at SPL’s liquefied natural gas export terminal at Sabine Pass in Cameron Parish, Louisiana. The expansion capacity (894,000 Dth/d) will be combined with 145,000 Dth/d of existing system capacity that has been reserved for the Project to enable Kinder Morgan to meet the request of SPL, which has executed a binding precedent agreement with Kinder Morgan for 945,000 Dth/d of transportation capacity for delivery of feedstock gas to the SPL Export Terminal. The estimated cost of the Project is $143,048,567. Pursuant to section 157.9 of the Commission’s rules (18 CFR 157.9), within 90 days of this Notice, the Commission staff will either: Complete its environmental assessment (EA) and place it into the Commission’s public record (eLibrary) for this proceeding; or issue a Notice of Schedule for Environmental Review. If a Notice of Schedule for Environmental Review is issued, it will indicate, among other milestones, the anticipated date for the Commission staff’s issuance of the final environmental impact statement (FEIS) or EA for this proposal.
