Abstract: The National Emission Standards for Hazardous Air Pollutants (NESHAP) for Perchloroethylene Dry Cleaning Facilities (40 CFR part 63, subpart M) were proposed on December 9, 1991, promulgated on September 22, 1993, and most recently-amended on July 11, 2008. These regulations apply to existing and new dry-cleaning facilities that use perchloroethylene (PCE). New facilities include those that commenced either construction or reconstruction after the date of proposal. Total estimated cost: $189,000,000 (per year), which includes $948,000 in annualized capital/startup and/or operation & maintenance costs. Changes in the Estimates: There is an adjustment increase in the total estimated burden as currently identified in the OMB Inventory of Approved Burdens. This increase is not due to any program changes. The adjustment increase in burden from the most recently-approved ICR is due to an increase in the number of existing major sources. The EPA’s records indicate that there are currently 20 major sources subject to this NESHAP; the previous estimate of 12 major sources was based on the final amendments to the NESHAP in 2008.
