After reviewing New Fortress Energy’s request and providing recommendations, on September 26, 2018, the Coast Guard Sector San Juan determined the Port of San Juan is suitable for the proposed operation. SUMMARY: Pursuant to the Resource Conservation and Recovery Act (RCRA 
or Act), the Environmental Protection Agency (EPA) is proposing to 
approve revisions to the State of Massachusetts' Underground Storage 
Tank (UST) program submitted by the Massachusetts Department of 
Environmental Protection (MassDEP). This action is based on EPA's 
determination that these revisions satisfy all requirements needed for 
program approval. This action also proposes to codify EPA's approval of 
Massachusetts' state program and to incorporate by reference those
