WAPA is establishing the PRP
formula rate in accordance with Section
302 of the DOE Organization Act (42
U.S.C. 7152), which transferred to, and
vested in, the Secretary of Energy the
power marketing functions of the
Secretary of the Interior and the Bureau
of Reclamation, under the Reclamation
Act of 1902 (ch. 1093, 32 Stat. 388), as
amended and supplemented by
subsequent laws, particularly section
9(c) of the Reclamation Project Act of
1939 (43 U.S.C. 485h(c)), and other acts
that specifically apply to the PRP.
By Delegation Order No. 00–037.00B,
effective November 19, 2016, the
Secretary of Energy delegated: (1) The
authority to develop power and
transmission rates to WAPA’s
Administrator; (2) the authority to
confirm, approve, and place into effect
such rates on an interim basis to the
Deputy Secretary of Energy; and (3) the
authority to confirm, approve, and place
into effect on a final basis, or to remand
or disapprove such rates, to FERC. In
Delegation Order No. 00–002.00Q,
effective November 1, 2018, the
Secretary of Energy also delegated to the
Under Secretary of Energy the authority
to confirm, approve, and place into
effect on an interim basis power and
transmission rates for WAPA. By
Redelegation Order No. 00–002.10D,
effective June 4, 2019, the Under
Secretary of Energy further delegated
the authority to confirm, approve, and
place such rates into effect on an
interim basis to the Assistant Secretary
for Electricity.

letters, memoranda, or other documents
that WAPA initiates or uses to develop
the proposed formula rate are available
for inspection and copying at the
Colorado River Storage Project
Management Center located at 299
South Main Street, Suite 200, Salt Lake

In accordance with section 10(a) of
the Federal Advisory Committee Act, 5
U.S.C. App., this notice announces a
meeting of the National Advisory
Council for Healthcare Research and
Quality (the Council). The Council is
authorized by Section 941 of the Public
Health Service Act, 42 U.S.C. 299c. In
accordance with its statutory mandate,
the Council is to advise the Secretary of
the Department of Health and Human
Services and the Director of AHRQ on
matters related to AHRQ’s conduct of its
mission including providing guidance
on (A) priorities for health care research,
(B) the field of health care research
including training needs and
information dissemination on health
care quality and (C) the role of the
Agency in light of private sector activity
and opportunities for public private
partnerships. The Council is composed
of members of the public, appointed by
the Secretary, and Federal ex-officio
members specified in the authorizing
legislation.
II. Agenda
On Wednesday, July 24, 2019, the
Council meeting will convene at 8:30
a.m., with the call to order by the
Council Chair and approval of previous
Council summary notes. The meeting is
open to the public and will be available
via webcast at

meeting will begin with an update on
AHRQ’s budget, programs and
initiatives. The agenda will also include
a discussion of AHRQ’s strategic goals
related to improving care for people
living with multiple chronic conditions,
