ACTION: Notice of limitation on claims for judicial review of actions by the California Department of Transportation (Caltrans), and Federal Highway Administration pursuant to 23 U.S.C. 327. AGENCY: The FHWA, on behalf of Caltrans, is issuing this notice to announce actions taken by Caltrans, that are final within the meaning of the United States Code. The actions relate to the proposed VEN–1 Slope Restoration Project on State Route 1 (SR–1) at post mile (PM) 4.0 and 4.2 within the County of Ventura, State of California. Those actions grant licenses, permits, and approvals for the project. Release of Waybill Data

    The Surface Transportation Board (Board) has received a request 
from three researchers at NC State University (WB19-31--6/20/19) for 
permission to use select data from the Board's 1990-2017 Unmasked 
Carload Waybill Sample. A copy of this request may be obtained from the 
Board's website under docket no. WB19-31.
    The waybill sample contains confidential railroad and shipper data; 
therefore, if any parties object to these requests, they should file 
their objections with the Director of the Board's Office of Economics 
within 14 calendar days of the date of this notice. The rules for 
release of waybill data are codified at 49 CFR 1244.9.
