This safety zone is necessary to provide for the safety of the participants, spectators, official vessels of the events, and general users of the waterway. Our regulation for the Southern California Annual Firework Events for the San Diego Captain of the Port Zone identifies the regulated area for the events. During the enforcement period, no spectators shall anchor, block, loiter in, or impede the transit of official patrol vessels in the regulated area without the approval of the Captain of the Port, or designated representative. DATES: The regulations in 33 CFR 165.1123, Table 1, Item 1 will be enforced from 9:00 p.m. through 10:00 p.m. on June 28, June 29, June 30, July 5, July 6, July 12, July 26, July 27, August 3, August 5, August 9, August 10, August 11, August 16, August 17, August 24, August 31, September 1 and September 2, 2019 for Item 1 in Table 1 of 33 CFR 165.1123. Spectator vessels may safely transit outside the regulated area but may not anchor, block, loiter, or impede the transit of participants or official patrol vessels. The Coast Guard may be assisted by other Federal, state, or local law enforcement agencies in enforcing this regulation. SUMMARY: The Coast Guard will enforce four safety zones for annual 
firework displays in the Captain of the Port, Puget Sound Zone during 
the dates and times noted under SUPPLEMENTARY INFORMATION. This action
