15, 2019. The Director of the Federal
Register approves this incorporation by
reference action under Title 1 Code of
Federal Regulations part 51, subject to
the annual revision of FAA Order
7400.11 and publication of conforming
amendments.

SUMMARY:
History
The FAA published a final rule in the
Federal Register for Docket No. FAA–
2019–0038 (84 FR 22366, May 17, 2019),
amending Class E airspace at the Sibley
Municipal Airport, Sibley, IA.
Subsequent to publication, the FAA
identified an error that the geographic
coordinates of the airport need to be
amended to be in concert with the
FAA’s aeronautical database. This
correction changes the coordinates from
‘‘(long. 094°45′35″ W)’’ to read ‘‘(long.
095°45′35″ W)’’
Correction to Final Rule
Accordingly, pursuant to the
authority delegated to me, in the
Federal Register of May 17, 2019 (84 FR
22366) FR Doc. 2019–0038, Amendment
of Class E Airspace; Sibley, IA, is
corrected as follows:

ACTION: Final rule.
AGENCY:
The Bureau of Industry and
Security (BIS) is amending the Export
Administration Regulations (EAR) by
removing eight (8) persons from the
Unverified List (‘‘UVL’’) and correcting
the name for one (1) person currently
listed on the UVL. The eight persons are
removed from the UVL on the basis that
BIS was able to verify their bona fides
because of an end-use check.
DATES: This rule is effective: June 27,
2019.

SUMMARY:
Background
The Unverified List, found in
supplement no. 6 to part 744 of the
EAR, contains the names and addresses
of foreign persons who are or have been
parties to a transaction, as such parties
are described in § 748.5 of the EAR,
involving the export, reexport, or
transfer (in-country) of items subject to
the EAR, and whose bona fides (i.e.,
legitimacy and reliability relating to the
end use and end user of items subject
to the EAR) BIS has been unable to
verify through an end-use check. BIS
may add persons to the UVL when BIS
or federal officials acting on BIS’s behalf
have been unable to verify a foreign
person’s bona fides because an end-use
check, such as a pre-license check (PLC)
or a post-shipment verification (PSV),
cannot be completed satisfactorily for
such purposes for reasons outside the
U.S. Government’s control.
