AGENCY:
The U.S. Nuclear Regulatory
Commission (NRC) is issuing an
exemption in response to a December 6,
2018, request from Southern Nuclear
Operating Company, Inc. (SNC), as
applicable to Vogtle Electric Generating
Plant (VEGP) Units 3 and 4.
Specifically, SNC requested an
exemption that would modify the
requirement for individuals who
construct or direct the construction of
safety- or security-related structures,
systems, and components (SSCs) to be
