The DEA has considered the factors in 21 U.S.C. 823(a) and determined that the registration of this registrant to manufacture the applicable basic classes of controlled substances is consistent with the public interest and with United States obligations under international treaties, conventions, or protocols in effect on May 1, 1971. The DEA investigated the company’s maintenance of effective controls against diversion by inspecting and testing the company’s physical security systems, verifying the company’s compliance with state and local laws, and reviewing the company’s background and history. Therefore, pursuant to 21 U.S.C. 823(a), and in accordance with 21 CFR 1301.33, the DEA has granted a registration as a bulk manufacturer to the above listed company. DEPARTMENT OF JUSTICE Notice of Lodging of Proposed Consent Decree Under the Clean Air Act On May 22, 2019, the Department of Justice lodged a proposed Consent Decree (‘‘Consent Decree’’) with the United States District Court for the District of Connecticut in the lawsuit entitled United States and the State of New Jersey, Department of Environmental Protection v. Gloucester County Utilities Authority, Civil Action No. 2:19–cv–12818. In a Complaint, the United States, on behalf of the U.S. Environmental Protection Agency (‘‘EPA’’) and the State of New Jersey, on behalf of the Department of Environmental Protection, alleges that the Gloucester County Utilities Authority (‘‘GCUA’’) violated the Clean Air Act (the ‘‘Act’’), 42 U.S.C. 7413, by violating: (1) The Solid Waste Combustion provisions in Section 129 of the Clean Air Act, 42 U.S.C. 7429, and (2) the Federal Plan Requirements for Sewage Sludge Incineration Units Constructed on or Before October 14, 2010, 40 CFR part 62, subpart LLL (‘‘Subpart LLL’’). The proposed Consent Decree in this case, among other things, requires that GCUA pay a civil penalty of $132,500 in two installments. In addition, the Consent Decree requires a New Jersey-sponsored supplemental project, to be overseen by the state, involving the purchase and installation of four electric vehiclecharging stations within Gloucester County by September 31, 2019. The publication of this notice opens a period for public comment on the proposed Consent Decree. The three-day meeting will take place at the U.S. Department of Labor, 200 Constitution Avenue NW, Washington, DC 20210 in N5437 A–C. The meeting will run from 9:00 a.m. to approximately 5:30 p.m. on June 25 and 26 with a one hour break for lunch, and from 8:30 a.m. to 11:00 a.m. on June 27. The purpose of the open meeting is for Advisory Council members to hear testimony from invited witnesses and to receive an update from the Employee Benefits Security Administration (EBSA). The EBSA update is scheduled for the morning of June 25, subject to change.
