Subtitle VII, Part A, Subpart III, Section
44701: ‘‘General requirements.’’ Under
that section, Congress charges the FAA
with promoting safe flight of civil
aircraft in air commerce by prescribing
regulations for practices, methods, and
procedures the Administrator finds
necessary for safety in air commerce.
This regulation is within the scope of
that authority because it addresses an
unsafe condition that is likely to exist or
develop on products identified in this
rulemaking action.
This AD is issued in accordance with
authority delegated by the Executive
Director, Aircraft Certification Service,
as authorized by FAA Order 8000.51C.
In accordance with that order, issuance
of ADs is normally a function of the
Compliance and Airworthiness
Division, but during this transition
period, the Executive Director has
delegated the authority to issue ADs
applicable to engines, propellers, and
associated appliances to the Manager,
Engine and Propeller Standards Branch,
Policy and Innovation Division.
Regulatory Findings
The FAA determined that this
proposed AD would not have federalism
implications under Executive Order
13132. This proposed AD would not
have a substantial direct effect on the
States, on the relationship between the
national government and the States, or
on the distribution of power and
responsibilities among the various
levels of government.
For the reasons discussed above, I
certify this proposed regulation:
(1) Is not a ‘‘significant regulatory
action’’ under Executive Order 12866,
(2) Will not affect intrastate aviation
in Alaska, and
(3) Will not have a significant
economic impact, positive or negative,
on a substantial number of small entities
under the criteria of the Regulatory
Flexibility Act.

model turbofan engines.

Section.
(e) Unsafe Condition
This AD was prompted by corrosion found
on the high-pressure compressor (HPC) front
hub, which could result in certain HPC front
hubs cracking before reaching their
published life limit. The FAA is issuing this
AD to prevent failure of the HPC front hub.
The unsafe condition, if not addressed, could
result in uncontained HPC front hub release,
damage to the engine, and damage to the
airplane.
(f) Compliance
Comply with this AD within the
compliance times specified, unless already
done.
(g) Required Action
Within 90 days after the effective date of
this AD, revise the Airworthiness Limitations
Section of the PW Instructions for Continued
Airworthiness, and for air carrier operations,
the approved continuous airworthiness
maintenance program, with the following
maximum cycle limits for HPC front hub,
part number 30G3210.
(1) For PW PW1519G, PW1521G,
PW1521GA, PW1524G, PW1525G,
PW1521G–3, PW1524G–3, and PW1525G–3
model turbofan engines, use the cycle limits
established in Table 3, Revision to Table of
Limits, of PW Service Bulletin (SB)
PW1000G–A–72–00–0109–00A–930A–D,
Issue No. 001, dated April 2, 2019.
(2) For PW PW1919G, PW1921G,
PW1922G, PW1923G, and PW1923G–A
model turbofan engines, use the cycle limits
established in Table 3, Revision to Table of
Limits, of PW SB PW1000G–A–72–00–0058–

Authority for This Rulemaking
The FAA’s authority to issue rules
regarding aviation safety is found in
Title 49 of the United States Code.
Subtitle I, Section 106 describes the
authority of the FAA Administrator.

describes in more detail the scope of the
agency’s authority. This rulemaking is
promulgated under the authority

section, the FAA is charged with
prescribing regulations to assign the use
of airspace necessary to ensure the
safety of aircraft and the efficient use of
airspace. This regulation is within the
scope of that authority as it would
modify Class E airspace extending
upward from 700 feet above the surface
for the Madera Municipal Airport,
Madera, CA, to support IFR operations
in standard instrument approach and
departure procedures at this airport.

This document proposes to amend
FAA Order 7400.11C, Airspace
Designations and Reporting Points,
dated August 13, 2018, and effective
September 15, 2018. FAA Order
7400.11C is publicly available as listed
in the ADDRESSES section of this
document. FAA Order 7400.11C lists
Class A, B, C, D, and E airspace areas,
air traffic service routes, and reporting
points.
The Proposal
The FAA is proposing an amendment
to Title 14 Code of Federal Regulations
(14 CFR) part 71 by modifying the
Madera Municipal Airport Class E5
domestic airspace extending upward
from 700 feet above the surface of the
earth. The Friant and Clovis VORTACs
are being decommissioned and require
the legal descriptions in FAA Order
7400.11C be rewritten to eliminate
references to these navigational aids.
Concurrently with the rewriting of the
legal descriptions, the FAA completed a
review of the airspace. As a result of this
review, the FAA is proposing the
removal of 4.4 miles of airspace
extending to the southeast, adding 0.4
miles to the radius around the Airport
Reference Point to accommodate
circling approaches, and adding a
portion that extends 1 mile either side
of 316° bearing from the 4.4 mile radius
to 1.5 miles northwest. In addition, this
proposal would update the airports
geographic coordinates to match the
FAA’s current aeronautical database.
This action would support the operation
of Instrument Flight Rules (IFR) under
standard instrument approach and
departure procedures in the National
Airspace System.
Class E airspace designations are
published in paragraph 6005 of FAA
Order 7400.11C, dated August 13, 2018,
and effective September 15, 2018, which
is incorporated by reference in 14 CFR
71.1. The Class E airspace designations
listed in this document will be
published subsequently in the Order.
Regulatory Notices and Analyses
The FAA has determined that this
regulation only involves an established
body of technical regulations for which
frequent and routine amendments are

necessary to keep them operationally
current, and is non-controversial and
unlikely to result in adverse or negative
comments. It, therefore: (1) Is not a
‘‘significant regulatory action’’ under
Executive Order 12866; (2) is not a
‘‘significant rule’’ under DOT
Regulatory Policies and Procedures (44
FR 11034; February 26, 1979); and (3)
does not warrant preparation of a
regulatory evaluation as the anticipated
impact is so minimal. Since this is a
routine matter that will only affect air
traffic procedures and air navigation, it
is certified that this rule, when
promulgated, would not have a
significant economic impact on a
substantial number of small entities
under the criteria of the Regulatory
Flexibility Act.
Environmental Review
This proposal would be subject to an
environmental analysis in accordance
with FAA Order 1050.1F,
‘‘Environmental Impacts: Policies and
Procedures’’ prior to any FAA final
regulatory action.

Streamlined Launch and Reentry
Licensing Requirements; Extension of
Comment Period
This action extends the
comment period for an NPRM that was
published on April 15, 2019. In that
document, the FAA proposed to
streamline and increase the flexibility in
the FAA’s commercial space launch and
reentry regulations. This action would
consolidate and revise multiple
regulatory parts and apply a single set

Availability and Summary of Documents for Incorporation by Reference
This document proposes to amend FAA Order 7400.11C, Airspace
Designations and Reporting Points, dated August 13, 2018, and effective
September 15, 2018. FAA Order 7400.11C is publicly available as listed
in the ADDRESSES section of this document. FAA Order 7400.11C lists
Class A, B, C, D, and E airspace areas, air traffic service routes, and
reporting points.
The Proposal
The FAA is proposing an amendment to Title 14 Code of Federal
Regulations (14 CFR) part 71 by modifying the Madera Municipal Airport
Class E5 domestic airspace extending upward from 700 feet above the
surface of the earth. The Friant and Clovis VORTACs are being
decommissioned and require the legal descriptions in FAA Order 7400.11C
be rewritten to eliminate references to these navigational aids.
Concurrently with the rewriting of the legal descriptions, the FAA
completed a review of the airspace. As a result of this review, the FAA
is proposing the removal of 4.4 miles of airspace extending to the
southeast, adding 0.4 miles to the radius around the Airport Reference
Point to accommodate circling approaches, and adding a portion that
extends 1 mile either side of 316[deg] bearing from the 4.4 mile radius
to 1.5 miles northwest. In addition, this proposal would update the
airports geographic coordinates to match the FAA's current aeronautical
database. This action would support the operation of Instrument Flight
Rules (IFR) under standard instrument approach and departure procedures
in the National Airspace System.
Class E airspace designations are published in paragraph 6005 of
FAA Order 7400.11C, dated August 13, 2018, and effective September 15,
2018, which is incorporated by reference in 14 CFR 71.1. The Class E
airspace designations listed in this document will be published
subsequently in the Order.
Regulatory Notices and Analyses
The FAA has determined that this regulation only involves an
established body of technical regulations for which frequent and
routine amendments are

necessary to keep them operationally current, and is non-controversial
and unlikely to result in adverse or negative comments. It, therefore:
(1) Is not a ``significant regulatory action'' under Executive Order
12866; (2) is not a ``significant rule'' under DOT Regulatory Policies
and Procedures (44 FR 11034; February 26, 1979); and (3) does not
warrant preparation of a regulatory evaluation as the anticipated
impact is so minimal. Since this is a routine matter that will only
affect air traffic procedures and air navigation, it is certified that
this rule, when promulgated, would not have a significant economic
impact on a substantial number of small entities under the criteria of
the Regulatory Flexibility Act.
Environmental Review
This proposal would be subject to an environmental analysis in
accordance with FAA Order 1050.1F, ``Environmental Impacts: Policies
and Procedures'' prior to any FAA final regulatory action.
