[FR Doc. 2019–10881 Filed 5–23–19; 8:45 am] BILLING CODE 6717–01–P DEPARTMENT OF ENERGY Federal Energy Regulatory Commission [Docket No. CP19–7–000] Tennessee Gas Pipeline Company, LLC; Notice of Availability of the Environmental Assessment for the Proposed 261 Upgrade Project The staff of the Federal Energy Regulatory Commission (FERC or Commission) has prepared an environmental assessment (EA) for the 261 Upgrade Project, proposed by Tennessee Gas Pipeline Company, LLC (Tennessee Gas) in the above-referenced docket. Tennessee Gas requests authorization to provide 72,400 million cubic feet per day (Mcf/d) to subscribed Project shippers. Tennessee Gas also requests approval to upgrade facilities at Compressor Station 261 to increase reliability to existing shippers. The Project includes modifications to existing facilities and installation of new pipeline in Hampden County, Massachusetts. The EA assesses the potential environmental effects of the construction and operation of the 261 Upgrade Project in accordance with the requirements of the National PO 00000 Frm 00057 Fmt 4703 Sfmt 4703 24131 Environmental Policy Act (NEPA). The FERC staff concludes that approval of the proposed project, with appropriate mitigating measures, would not constitute a major federal action significantly affecting the quality of the human environment. The U.S. Army Corps of Engineers participated as a cooperating agency in the preparation of the EA. Cooperating agencies have jurisdiction by law or special expertise with respect to resources potentially affected by the proposal and participate in the NEPA analysis. The proposed 261 Upgrade Project includes the following facilities: Horsepower Replacement Project • Abandon and replace two existing turbine compressor units with one new turbine compressor unit and auxiliary facilities; and • abandon and replace the emergency generator. Looping Project • Install 2.1 miles of 12-inch-diameter pipeline loop adjacent to Tennessee Gas pipelines; • install pig launcher and receiver facilities and tie-in piping; and • abandon and remove an inactive 6inch-diameter pipeline. The Commission mailed a copy of the Notice of Availability to federal, state, and local government representatives and agencies; elected officials; environmental and public interest groups; Native American tribes; potentially affected landowners and other interested individuals and groups; and newspapers and libraries in the project area. The EA is only available in electronic format. It may be viewed and downloaded from the FERC’s website (www.ferc.gov), on the Environmental Documents page (https://www.ferc.gov/ industries/gas/enviro/eis.asp). In addition, the EA may be accessed by using the eLibrary link on the FERC’s website. Click on the eLibrary link (https://www.ferc.gov/docs-filing/ elibrary.asp), click on General Search, and enter the docket number in the ‘‘Docket Number’’ field, excluding the last three digits (i.e. CP19–7). Be sure you have selected an appropriate date range. For assistance, please contact FERC Online Support at FercOnlineSupport@ferc.gov or toll free at (866) 208–3676, or for TTY, contact (202) 502–8659. Any person wishing to comment on the EA may do so. Your comments should focus on the EA’s disclosure and discussion of potential environmental effects, reasonable alternatives, and measures to avoid or lessen E:\FR\FM\24MYN1.SGM 24MYN1
