Estimate of Burden: Public reporting
burden for this information collection is
based on approximately 55 individual
surveys with expected response times of
5–60 minutes. The frequency of data
collection for the different surveys will
include annual, seasonal, quarterly,
monthly, and one weekly survey.
Estimated number of responses per
respondent is 1.1. Publicity materials
and instruction sheets will account for
approximately 5 minutes of additional
burden per respondent. Respondents
who refuse to complete a survey will be
allotted 2 minutes of burden per attempt
to collect the data. Several new surveys
have been added to this information
collection to account for some specialty
commodities conducted under
cooperative agreements with several
States.
Respondents: Producers, processors,
and handlers.
Estimated Number of Respondents:
75,000.
Estimated Total Annual Burden on
Respondents: 26,000 hours.
Comments: Comments are invited on:
(a) Whether the proposed collection of
information is necessary for the proper
performance of the functions of the
agency, including whether the
information will have practical utility;
(b) the accuracy of the agency’s estimate
of the burden of the proposed collection
of information including the validity of
the methodology and assumptions used;
(c) ways to enhance the quality, utility,
and clarity of the information to be
collected; and (d) ways to minimize the
burden of the collection of information
on those who are to respond, through
the use of appropriate automated,
electronic, mechanical, technological or
other forms of information technology
collection methods.

become a matter of public record and be
summarized in the request for OMB
approval.

Bristol-Myers Squibb Holdings
Pharma, Ltd. (BMS) submitted a
notification of proposed production
activity to the FTZ Board for its facility
in Manati, Puerto Rico. The notification
conforming to the requirements of the
regulations of the FTZ Board (15 CFR
400.22) was received on May 13, 2019.
BMS already has authority to produce
certain pharmaceutical products within
Subzone 7J. The current request would
add finished products and a foreign
status material/component to the scope
of authority. Pursuant to 15 CFR
400.14(b), additional FTZ authority
would be limited to the specific foreignstatus material/component and specific
finished products described in the
submitted notification (as described
below) and subsequently authorized by
the FTZ Board.
