Notice of open meeting.
Notice is hereby given of a
meeting of the U.S. Integrated Ocean
Observing System (IOOS®) Advisory
Committee (Committee) the Consortium
for Ocean Leadership Office, in
Washington, DC.
DATES AND TIMES: The meeting will be
held on Monday, June 3, 2019, from
8:30 a.m. to 5:30 p.m., Tuesday, June 4,
2019 from 8:30 a.m.–12:30 p.m. These
times and the agenda topics described
below are subject to change. Refer to the
web page listed below for the most upto-date agenda.

SUPPLEMENTARY INFORMATION: The
Committee was established by the
NOAA Administrator as directed by
Section 12304 of the Integrated Coastal
and Ocean Observation System Act, part
of the Omnibus Public Land
Management Act of 2009 (Pub. L. 111–
11). The Committee advises the NOAA
Administrator and the Interagency
Ocean Observation Committee (IOOC)
on matters related to the responsibilities
and authorities set forth in section
12302 of the Integrated Coastal and
Ocean Observation System Act of 2009
and other appropriate matters as the
Under Secretary refers to the Committee
for review and advice.
The Committee will provide advice
on:
(a) Administration, operation,
management, and maintenance of the
System;
(b) Expansion and periodic
modernization and upgrade of
technology components of the System;
(c) Identification of end-user
communities, their needs for
information provided by the System,
and the System’s effectiveness in
dissemination information to end-user
communities and to the general public;
and
(d) Any other purpose identified by
the Under Secretary of Commerce for

Interagency Ocean Observation
Committee.
The meeting will be open to public
participation with a 15-minute public
comment period on June 3, 2019, from
5:00 p.m. to 5:15 p.m., on June 4, 2019
from 12:00 p.m. to 12:15 p.m. (check
agenda on website to confirm time.) The
Committee expects that public
statements presented at its meetings will
not be repetitive of previously
submitted verbal or written statements.
In general, each individual or group
making a verbal presentation will be
limited to a total time of three (3)
minutes. Written comments should be
received by the Designated Federal
Official by May 24, 2019 to provide
sufficient time for Committee review.
Written comments received after May
24th, 2019 will be distributed to the
Committee, but may not be reviewed
prior to the meeting date. Seats will be
available on a first-come, first-served
basis. Pre-registration is required for
those attending in person. Please send
your name as it appears on driver’s
license and the organization/company
affiliation you represent to Krisa
Arzayus. This information must be
received by May 17, 2019. Additionally,
a webinar will be provided. Sign-up
information for the webinar will be
posted on the website.

meeting will focus on ongoing
committee priorities, and developing
the next set of recommendations. The

Management Act (CZMA) require
NOAA to conduct periodic evaluations
of federally-approved National
Estuarine Research Reserves. The
process includes a public meeting,
consideration of written public
comments, and consultations with
interested Federal, state, and local
agencies and members of the public. For
the evaluation of National Estuarine
Research Reserves, NOAA will consider
the extent to which the state has met the
national objectives, adhered to its
management plan approved by the
Secretary of Commerce, and adhered to
the terms of financial assistance under
the Coastal Zone Management Act.
When the evaluation is completed,
NOAA’s Office for Coastal Management
will place a notice in the Federal
Register announcing the availability of
the Final Evaluation Findings.
You may participate and submit oral
comments at the public meeting
scheduled as follows:

I. Background
Section 3 of the Charter of the Board
states that:
The purpose of the Board is outlined
in section 1014(a) of the Dodd-Frank
Wall Street Reform and Consumer
Protection Act, which states that the
Board shall ‘‘advise and consult with
the Bureau in the exercise of its
functions under the Federal consumer
financial laws’’ and ‘‘provide
information on emerging practices in
the consumer financial products or
services industry, including regional
trends, concerns, and other relevant
information.’’
To carry out the Board’s purpose, the
scope of its activities shall include
providing information, analysis, and
recommendations to the Bureau. The
Board will generally serve as a vehicle
for market intelligence and expertise for
the Bureau. Its objectives will include
identifying and assessing the impact on
consumers and other market
participants of new, emerging, and
changing products, practices, or
services.
