March 26, 2019, the President issued a
major disaster declaration under the
authority of the Robert T. Stafford
Disaster Relief and Emergency
Assistance Act, 42 U.S.C. 5121 et seq.
(the ‘‘Stafford Act’’), as follows:

SUMMARY:
I have determined that the damage to the
lands associated with the La Jolla Band of
Luisen˜o Indians resulting from severe storms,
flooding, landslides, and mudslides during
the period of February 14 to February 15,
2019, is of sufficient severity and magnitude
to warrant a major disaster declaration under
the Robert T. Stafford Disaster Relief and
Emergency Assistance Act, 42 U.S.C. 5121 et
seq. (the ‘‘Stafford Act’’). Therefore, I declare
that such a major disaster exists for the La
Jolla Band of Luisen˜o Indians.
In order to provide Federal assistance, you
are hereby authorized to allocate from funds
available for these purposes such amounts as
you find necessary for Federal disaster
assistance and administrative expenses.
You are authorized to provide assistance
for debris removal (Category A) and
permanent work (Categories C–G) under the
Public Assistance program and Hazard
Mitigation. Consistent with the requirement
that Federal assistance be supplemental, any
Federal funds provided under the Stafford
Act for Hazard Mitigation will be limited to

determinations.

Notice is
hereby given that, pursuant to the
Consolidated Appropriations Act, 2019,
the Federal share of assistance,
including direct Federal assistance,
provided under sections 403 and 407 of
the Robert T. Stafford Disaster Relief
and Emergency Assistance Act (42
U.S.C. 5170b and 42 U.S.C. 5173), with
respect to a major disaster declared
pursuant to such Act for damages
resulting from a wildfire in calendar
year 2018, shall be not less than 90
percent of the eligible costs under such
section. The adjustment to the Federal
share applies to assistance provided
before, on, or after the date of enactment
of the Act. The major disaster declared
on November 12, 2018, for the State of
California is amended as follows:

Federal funds for debris removal and
emergency protective measures (Categories A
and B), including direct federal assistance,
under the Public Assistance program are
authorized at 90 percent of total eligible
costs.
