AGENCY:
This notice sets forth the
schedule and proposed agenda of a
forthcoming meeting of the National Sea
Grant Advisory Board (Board). Board
members will discuss and provide
advice on the National Sea Grant
College Program (Sea Grant) in the areas
of program evaluation, strategic
planning, education and extension,
science and technology programs, and
other matters as described in the agenda
found on the Sea Grant website.
DATES: The meeting will be held
Tuesday, June 18, 2019 from 8:00 a.m.
ET to 5:30 p.m. ET.
ADDRESSES: The meeting will be held
virtually and in Silver Spring, MD. The

SUPPLEMENTARY INFORMATION: The
Board, which consists of a balanced
representation from academia, industry,
state government and citizens groups,
was established in 1976 by Section 209
of the Sea Grant Improvement Act (Pub.
L. 94–461, 33 U.S.C. 1128). The Board
advises the Secretary of Commerce and
the Director of Sea Grant with respect to
operations under the Act, and such
other matters as the Secretary refers to
them for review and advice.
Matters to be Considered: Board
members will discuss and provide
advice on Sea Grant in the areas of

statements presented at its meetings will
not be repetitive of previously
submitted verbal or written statements.
In general, each individual or group
making a verbal presentation will be
limited to a total time of three (3)
minutes. Written comments should be
received by Ms. Donna Brown by
Wednesday, June 5, 2019 to provide
sufficient time for Board review. Written
comments received after the deadline
will be distributed to the Board, but may
not be reviewed prior to the meeting
date. Seats for the meeting will be
available on a first-come, first-served
basis.
Special Accommodations: The Board
meeting is physically accessible to
people with disabilities. Requests for
sign language interpretation or other
auxiliary aids should be directed to Ms.

SUPPLEMENTARY INFORMATION: The Law
Enforcement AP meeting is open to the
public and will be available via webinar
as it occurs. Registration is required.

Agenda items for the Law
Enforcement AP meeting include the
following: A review and update on
amendments to fishery management
plans that are currently under
development by the Council or
undergoing Secretarial review; a review
and discussion of draft Regulatory
Amendment 29 to the Snapper Grouper
Fishery Management Plan (FMP)
addressing best fishing practices;
priorities for Joint Enforcement
Agreements; and an update on outreach
efforts for the For-Hire Electronic
Reporting Amendment. The AP will
also review regulations on the harvest of
dolphin onboard for-hire vessels in the
Mid-Atlantic and New England regions,
provide guidance on prohibition on
retention of species in state waters when
harvest in federal waters is closed for
federally-permitted for-hire vessels, and
discuss the requirement that heads and
fins be intact for snapper grouper
species.
The AP will also elect a new Chair
and Vice-Chair. The AP will develop
recommendations as necessary for
consideration by the Council’s Law
Enforcement Committee.
