Notice is hereby given that Caltrans has taken final agency actions subject to 23 U.S.C. 139(l)(1) by issuing licenses, permits, and approvals for the following highway project in the State of California. Caltrans proposes a drainage restoration project at nineteen (19) locations on State Route 1 (Pacific Coast Highway) in the cities of Los Angeles, Malibu, and unincorporated areas within Los Angeles County (post miles 37.67 to 62.86) and Ventura County (post miles 0.00 to 0.92). The proposed improvements include repair and rehabilitation of existing drainage facilities along the route to restore full functionality, to prevent further deterioration, and ensure proper drainage in an area subject to erosion. The proposed improvements also include the replacement of the existing bridge/culvert at Solstice Canyon Creek with a new bridge structure with an underlying natural slope creek bottom to provide improved flood water conveyance, and to improve hydraulic conditions to facilitate movement of the endangered Southern steelhead trout population in the project study area. The actions by the Federal agencies, and the laws under which such actions were taken, are described in the Final Environmental Assessment (FEA)/ Finding of No Significant impact (FONSI) for the project, issued on March 25, 2019, and in other documents in Caltrans’ project records.
