Security measures include, but are not
limited to, the use of codes and profiles,
personal identification number and
password, and personal identification
verification cards. We keep paper
records in locked cabinets within secure
areas, with access limited to only those
employees who have an official need for
access in order to perform their duties.
We annually provide our employees
and contractors with appropriate
security awareness training that
includes reminders about the need to
protect PII and the criminal penalties
that apply to unauthorized access to, or
disclosure of, PII (5 U.S.C. 552a(i)(1)).
Furthermore, employees and contractors
with access to databases maintaining PII
must sign a sanctions document
annually, acknowledging their
accountability for inappropriately
accessing or disclosing such
information.
CONTESTING RECORD PROCEDURES:
Same as record access procedures.
Individuals should also reasonably
identify the record, specify the
information they are contesting, and
state the corrective action sought and
the reasons for the correction with
supporting justification showing how
the record is incomplete, untimely,
inaccurate, or irrelevant. These
procedures are in accordance with our
regulations at 20 CFR 401.65(a).

RECORD ACCESS PROCEDURES:
Individuals may submit requests for
information about whether this system
contains a record about them by
submitting a written request to the
system manager at the above address,
which includes their name, Social
Security number (SSN), or other
information that may be in this system
of records that will identify them.
Individuals requesting notification of, or
access to, a record by mail must include:
(1) A notarized statement to us to verify
their identity; or (2) must certify in the
request that they are the individual they
claim to be and that they understand
that the knowing and willful request for,
or acquisition of, a record pertaining to
another individual under false pretenses
is a criminal offense.
Individuals requesting notification of,
or access to, records in person must
provide their name, SSN, or other
information that may be in this system
of records that will identify them, as
well as provide an identity document,
preferably with a photograph, such as a
driver’s license. Individuals lacking
identification documents sufficient to

Overseas Schools Advisory Council
AGENCY:
Department of State.
Notice of renewal of an advisory
committee charter.
ACTION:
Renewal of Advisory Committee: The
Secretary of State announces the
renewal of the charter of the Overseas
Schools Advisory Council in accordance
with the Federal Advisory Committee
Act. The charter was renewed on April
1, 2019.
Purpose: The main objectives of the
Council are:
(a) To advise the Department of State
regarding matters of policy and funding
for the overseas schools.
(b) To help the overseas schools
become showcases for excellence in
education.
(c) To help make service abroad more
attractive to American citizens who
have school-age children, both in the
business community and in
Government.
(d) To identify methods to mitigate
risks to American private sector
interests worldwide.
Notice of Charter Renewal for the
President’s Emergency Plan for AIDS
Relief (PEPFAR) Scientific Advisory
Board
The official designation of this
advisory committee is The President’s
Emergency Plan for AIDS Relief
(PEPFAR) Scientific Advisory Board,
hereinafter referred to as ‘‘the Board.’’
The Board is established under the
general authority of the Secretary of
State and the Department of State (‘‘the
Department’’) as set forth in Title 22 of
the United States Code, in particular
Section 2656 of that Title, and
consistent with the Federal Advisory
Committee Act, as amended (5 U.S.C.
Appendix). The Board serves the U.S.
Global AIDS Coordinator solely in an
advisory capacity concerning scientific,
implementation, and policy issues
related to the global response to HIV/
AIDS.
In accordance with Public Law 92–
463, Section 14, it has been formally
determined to be in the public interest
to continue the Charter of the PEPFAR
Scientific Advisory Board for another
two years. The Charter renewal was
approved and filed on March 14, 2019.
