k. Description of Request: The
Alabama Power Company (licensee)
requests Commission approval to extend
its temporary variance from the normal
reservoir elevations for the Thurlow
impoundment as required by Article
402 of the license in order to replace the
existing automatic spillway crest gates
with Obermeyer gates at the project’s
Thurlow Dam. Article 402 requires, in
part, the licensee to operate the project
so the maximum drawdown at the
Thurlow impoundment does not exceed
1 foot below the normal pool elevation
of 288.7 feet mean sea level (msl). In an
order issued June 12, 2018, the
Commission approved a variance of 10
feet from the elevation requirements of
Article 402, for the period of June 1,
2019 through October 31, 2019 so that
the licensee could perform the work. In
its current request, the licensee asks that
the variance period be extended to May
1, 2019 through December 31, 2019. The
licensee is requesting the extension
because of potential delays caused by
weather, longer than anticipated
installation times, and as an alternative
to having the work continue into
another construction season.
