Proposed Amendment of the Class D and Class E Airspace; Tulsa, OK, 10453-10455 [2019-04893]
Download as PDF
Federal Register / Vol. 84, No. 55 / Thursday, March 21, 2019 / Proposed Rules
be updated to coincide with the FAA’s
aeronautical database.
Class E airspace designations are
published in Paragraph 6005 of FAA
Order 7400.11C, dated August 13, 2018,
and effective September 15, 2018, which
is incorporated by reference in 14 CFR
71.1. The Class E airspace designation
listed in this document will be
published subsequently in the Order.
Regulatory Notices and Analyses
The FAA has determined that this
proposed regulation only involves an
established body of technical
regulations for which frequent and
routine amendments are necessary to
keep them operationally current. It,
therefore: (1) Is not a ‘‘significant
regulatory action’’ under Executive
Order 12866; (2) is not a ‘‘significant
rule’’ under DOT Regulatory Policies
and Procedures (44 FR 11034; February
26, 1979); and (3) does not warrant
preparation of a Regulatory Evaluation
as the anticipated impact is so minimal.
Since this is a routine matter that will
only affect air traffic procedures and air
navigation, it is certified that this
proposed rule, when promulgated, will
not have a significant economic impact
on a substantial number of small entities
under the criteria of the Regulatory
Flexibility Act.
Environmental Review
This proposal will be subject to an
environmental analysis in accordance
with FAA Order 1050.1F,
‘‘Environmental Impacts: Policies and
Procedures’’ prior to any FAA final
regulatory action.

Availability and Summary of
Documents for Incorporation by
Reference
This document proposes to amend
FAA Order 7400.11C, Airspace
Designations and Reporting Points,
dated August 13, 2018, and effective
September 15, 2018. FAA Order
7400.11C is publicly available as listed
in the ADDRESSES section of this
document. FAA Order 7400.11C lists
Class A, B, C, D, and E airspace areas,
air traffic service routes, and reporting
points.
The Proposal
The FAA is proposing an amendment
to Title 14 Code of Federal Regulations
(14 CFR) part 71 by:
Amending the Class D airspace at
Richard Lloyd Jones Jr. Airport, Tulsa,
OK, by removing the Glenpool VOR/
DME and the associated extension to the
south of the airport from the airspace
legal description; adding an extension 1
mile each side of the 193° bearing from
the Richard Lloyd Jones Jr.: RWY 01L–
LOC extending from the 4-mile radius to
4.1 miles south of the airport; updating
the location in the header of the
airspace legal description to Tulsa, OK
(previously Tulsa Richard Lloyd Jones
Jr. Airport, OK), to comply with FAA
Order 7400.2M, Procedures for
Handling Airspace Matters; removing
the city associated with the airport from
the airspace legal description to comply
with FAA Order 7400.2M; updating the
geographic coordinates of the airport to
coincide with the FAA’s aeronautical
database; and would make an editorial
change replacing the outdated term
‘‘Airport/Facility Directory’’ with ‘‘Chart
Supplement’’;
Amending the Class E airspace
extending upward from 700 feet above
the surface to within a 6.5-mile radius
(increasing from a 6.4-mile radius) of
Richard Lloyd Jones Jr. Airport; and
removing the city associated with the
airport from the airspace legal
description to comply with FAA Order
7400.2M;
And amending the Class E airspace
extending upward from 700 feet above
the surface to within a 6.5-mile radius
(decreasing from a 7.2-mile radius) of
the William R. Pogue Municipal
Airport, Sand Springs, OK; removing
the Glenpool VOR/DME and the
associated extension northwest of the
William R. Pogue Municipal Airport
from the Tulsa, OK, from the airspace
legal description; and removing the city
associated with the airport from the

airspace legal description to comply
with FAA Order 7400.2M.
This action is the result of an airspace
review caused by the decommissioning
of the Glenpool VOR, which provided
navigation information for the
instrument procedures at these airports,
as part of the VOR MON Program.
Class D and E airspace designations
are published in paragraph 5000 and
6005, respectively, of FAA Order
7400.11C, dated August 13, 2018, and
effective September 15, 2018, which is
incorporated by reference in 14 CFR
71.1. The Class D and E airspace
designations listed in this document
will be published subsequently in the
Order.
Regulatory Notices and Analyses
The FAA has determined that this
regulation only involves an established
body of technical regulations for which
frequent and routine amendments are
necessary to keep them operationally
current, is non-controversial and
unlikely to result in adverse or negative
comments. It, therefore: (1) Is not a
‘‘significant regulatory action’’ under
Executive Order 12866; (2) is not a
‘‘significant rule’’ under DOT
Regulatory Policies and Procedures (44
FR 11034; February 26, 1979); and (3)
does not warrant preparation of a
regulatory evaluation as the anticipated
impact is so minimal. Since this is a
routine matter that will only affect air
traffic procedures and air navigation, it
is certified that this rule, when
promulgated, would not have a
significant economic impact on a
substantial number of small entities
under the criteria of the Regulatory
Flexibility Act.
Environmental Review

Procedures’’ prior to any FAA final
regulatory action.

Availability and Summary of Documents for Incorporation by Reference
This document proposes to amend FAA Order 7400.11C, Airspace
Designations and Reporting Points, dated August 13, 2018, and effective
September 15, 2018. FAA Order 7400.11C is publicly available as listed
in the ADDRESSES section of this document. FAA Order 7400.11C lists
Class A, B, C, D, and E airspace areas, air traffic service routes, and
reporting points.
The Proposal
The FAA is proposing an amendment to Title 14 Code of Federal
Regulations (14 CFR) part 71 by:
Amending the Class D airspace at Richard Lloyd Jones Jr. Airport,
Tulsa, OK, by removing the Glenpool VOR/DME and the associated
extension to the south of the airport from the airspace legal
description; adding an extension 1 mile each side of the 193[deg]
bearing from the Richard Lloyd Jones Jr.: RWY 01L-LOC extending from
the 4-mile radius to 4.1 miles south of the airport; updating the
location in the header of the airspace legal description to Tulsa, OK
(previously Tulsa Richard Lloyd Jones Jr. Airport, OK), to comply with
FAA Order 7400.2M, Procedures for Handling Airspace Matters; removing
the city associated with the airport from the airspace legal
description to comply with FAA Order 7400.2M; updating the geographic
coordinates of the airport to coincide with the FAA's aeronautical
database; and would make an editorial change replacing the outdated
term ``Airport/Facility Directory'' with ``Chart Supplement'';
Amending the Class E airspace extending upward from 700 feet above
the surface to within a 6.5-mile radius (increasing from a 6.4-mile
radius) of Richard Lloyd Jones Jr. Airport; and removing the city
associated with the airport from the airspace legal description to
comply with FAA Order 7400.2M;
And amending the Class E airspace extending upward from 700 feet
above the surface to within a 6.5-mile radius (decreasing from a 7.2-
mile radius) of the William R. Pogue Municipal Airport, Sand Springs,
OK; removing the Glenpool VOR/DME and the associated extension
northwest of the William R. Pogue Municipal Airport from the Tulsa, OK,
from the airspace legal description; and removing the city associated
with the airport from the airspace legal description to comply with FAA
Order 7400.2M.
This action is the result of an airspace review caused by the
decommissioning of the Glenpool VOR, which provided navigation
information for the instrument procedures at these airports, as part of
the VOR MON Program.
Class D and E airspace designations are published in paragraph 5000
and 6005, respectively, of FAA Order 7400.11C, dated August 13, 2018,
and effective September 15, 2018, which is incorporated by reference in
14 CFR 71.1. The Class D and E airspace designations listed in this
document will be published subsequently in the Order.
Regulatory Notices and Analyses
The FAA has determined that this regulation only involves an
established body of technical regulations for which frequent and
routine amendments are necessary to keep them operationally current, is
non-controversial and unlikely to result in adverse or negative
comments. It, therefore: (1) Is not a ``significant regulatory action''
under Executive Order 12866; (2) is not a ``significant rule'' under
DOT Regulatory Policies and Procedures (44 FR 11034; February 26,
1979); and (3) does not warrant preparation of a regulatory evaluation
as the anticipated impact is so minimal. Since this is a routine matter
that will only affect air traffic procedures and air navigation, it is
certified that this rule, when promulgated, would not have a
significant economic impact on a substantial number of small entities
under the criteria of the Regulatory Flexibility Act.
Environmental Review
This proposal will be subject to an environmental analysis in
accordance with FAA Order 1050.1F, ``Environmental Impacts: Policies
and Procedures'' prior to any FAA final regulatory action.
