Commission staff will either: Complete
its environmental assessment (EA) and
place it into the Commission’s public
record (eLibrary) for this proceeding; or
issue a Notice of Schedule for
Environmental Review. If a Notice of
Schedule for Environmental Review is
issued, it will indicate, among other
milestones, the anticipated date for the
Commission staff’s issuance of the EA
for this proposal. The filing of the EA
in the Commission’s public record for
this proceeding or the issuance of a
Notice of Schedule for Environmental
Review will serve to notify federal and
state agencies of the timing for the
completion of all necessary reviews, and
the subsequent need to complete all
federal authorizations within 90 days of
the date of issuance of the Commission
staff’s EA.
Persons who wish to comment only
on the environmental review of this
project should submit an original and
two copies of their comments to the
Secretary of the Commission.
Environmental commenters will be
placed on the Commission’s
environmental mailing list and will be
notified of any meetings associated with
the Commission’s environmental review
process. Environmental commenters
will not be required to serve copies of
filed documents on all other parties.
However, the non-party commenters
will not receive copies of all documents
filed by other parties or issued by the
Commission and will not have the right
to seek court review of the
Commission’s final order.
The Commission strongly encourages

Aggregators
On January 10, 2019, Renewable
Energy Aggregators, filed an application
for a preliminary permit, pursuant to
section 4(f) of the Federal Power Act
(FPA), proposing to study the feasibility
of the Wrightstown Pumped Storage
Hydroelectric Project to be located in
Bucks County, Pennsylvania. The sole
purpose of a preliminary permit, if
issued, is to grant the permit holder
priority to file a license application
during the permit term. A preliminary
permit does not authorize the permit
holder to perform any land-disturbing
activities or otherwise enter upon lands
or waters owned by others without the
owners’ express permission.
The proposed project would consist of
the following: (1) A new upper reservoir
with a surface area of 46.4 acres and a
storage capacity of 695.9 acre-feet at a
surface elevation of approximately 228
feet above mean sea level (msl) created
through construction of a new rollercompacted concrete or rock-filled dam;
(2) a new lower reservoir with a surface
area of 12.6 acres and a total storage
capacity of 755.9 acre-feet at a surface
elevation of ¥149 feet msl; (3) a new
1,100-foot-long, 48-inch-diameter
penstock connecting the upper and
lower reservoirs; (4) a new 150-footlong, 50-foot-wide powerhouse
containing one turbine-generator unit
with a total rated capacity of 20
megawatts; (5) a new transmission line
connecting the powerhouse to a nearby
electric grid interconnection point with
options to evaluate multiple grid
interconnection locations; and (6)
appurtenant facilities. The proposed
project would have an annual
generation of 87,241 megawatt-hours.
