and result in a wealth transfer into the
United States.’’ 266

with the same U.S. natural gas supply

We have evaluated the public comments
submitted in response to the 2018
Study. None of the eight comments
opposing the 2018 Study have provided
sufficient evidence to rebut or otherwise
undermine these findings.
Specifically, the opposing comments
criticize aspects of the models,
assumptions, and design of the 2018
Study. As discussed above, however,
EIA’s most recent projections in AEO
2018 continue to show market
conditions that will accommodate
increased exports of natural gas. When
compared to prior AEO Reference cases
(including AEO 2017’s Reference case
used in the 2018 Study), the AEO 2018
Reference case projects increases in
domestic natural gas production—well
in excess of what is required to meet
projected increases in domestic
consumption. Accordingly, DOE/FE
finds that the 2018 LNG Export Study is
fundamentally sound and supports the
proposition that exports of LNG from
the lower-48 states, in volumes up to
and including 52.8 Bcf/d of natural gas,
will not be inconsistent with the public
interest.271
As stated above, DOE will consider
each application as required under the
NGA and NEPA based on the
administrative record compiled in each
individual proceeding.
