(‘‘UHD Alliance’’) filed written notifications simultaneously with the Attorney General and the Federal Trade Commission disclosing changes in its membership. The notifications were filed for the purpose of extending the Act’s provisions limiting the recovery of antitrust plaintiffs to actual damages under specified circumstances. Specifically, Charter Communications, St. Louis, MO, has been added as a party to this venture. No other changes have been made in either the membership or planned activity of the group research project. Membership in this group research project remains open, and UHD Alliance intends to file additional written notifications disclosing all changes in membership. On June 17, 2015, UHD Alliance filed its original notification pursuant to Section 6(a) of the Act. The Department of Justice published a notice in the Federal Register pursuant to Section 6(b) of the Act on July 17, 2015 (80 FR 42537). The last notification was filed with the Department on September 6, 2018. A notice was published in the Federal Register pursuant to Section 6(b) of the Act on October 17, 2018 (83 FR 52557). Environmental Protection Agency, alleges that Tradebe Treatment and Recycling Northeast, LLC violated the Clean Air Act, 42 U.S.C. 7401, et seq., for failure to comply with EPA regulations for off-site waste and recovery operations, 40 CFR part 63, subpart DD, at its facilities located in Bridgeport and Meriden, Connecticut. The Complaint also alleges a number of violations at the facilities for failure to comply with permits issued under the Resource Conservation and Recovery Act, 42 U.S.C. 6901, et seq., and its underlying regulations at 40 CFR part 264, subparts AA, BB and CC. The proposed consent decree, among other things, requires that Tradebe maintain full compliance with its RCRA permits at the facilities and with applicable hazardous waste regulations, including RCRA air emissions regulations. Both facilities will install new air emission control systems to permanently replace their current control systems, and will adopt additional emission reduction measures for a two year period. Tradebe will also pay a $525,000 settlement penalty. The publication of this notice opens a period for public comment on the proposed Consent Decree.     Notice is hereby given that, on November 16, 2018, pursuant to 
Section 6(a) of the National Cooperative Research and Production Act of 
1993, 15 U.S.C. 4301 et seq. (``the Act''), UHD Alliance, Inc. (``UHD 
Alliance'') filed written notifications simultaneously with the
