SUMMARY: Background On February 27, 2018, the Postal Service published a proposed rule, Federal Register Notice (83 FR 8399) Proposed Changes to Validations for IMpb to announce its proposal to add new IMpb compliance validations for Barcode Quality (BQ), Address Quality (AQ), and (Shipping Services File) Manifest Quality (MQ) metrics. The proposed rule also reflected IMpb threshold increases for Barcode Quality and (Shipping Services File) Manifest Quality. SUMMARY: The Coast Guard will enforce the safety zone on the Menominee 
River in Marinette WI on December 15, 2018 from 10 a.m. to 12 p.m. This 
action is necessary and intended to protect the safety of life and 
property on navigable waterways before, during and after the launch of
