These requirements, when imposed, shall remain in effect until further notice. Notification to Importers This notice serves as a preliminary reminder to importers of their responsibility under 19 CFR 351.402(f)(2) to file a certificate regarding the reimbursement of antidumping duties prior to liquidation of the relevant entries during this review period. Failure to comply with this requirement could result in Commerce’s presumption that reimbursement of antidumping duties occurred and the subsequent assessment of double antidumping duties. We are issuing and publishing these preliminary results in accordance with sections 751(a)(1) and 777(i) of the Act, and 19 CFR 351.213(h) and 351.221(b)(4). Dated: November 30, 2018. AGENCY: National Oceanic and Atmospheric Administration (NOAA), Office 
of Oceanic and Atmospheric Research (OAR), Department of Commerce 
(DOC).

ACTION: Notice of public comment.

SUMMARY: This notice sets forth a public comment for NOAA's Research 
and Development (R&D) Plan set for release in 2019. NOAA R&D is an 
investment in the scientific knowledge and technology that will allow 
the United States to protect lives and property, adapt to challenges, 
sustain a strong economy, and manage natural resources. The R&D 
strategic plan will provide a common understanding among NOAA's 
leadership, workforce, partners, and constituents on the value and 
direction of NOAA R&D activities.

DATES: Comments are due by February 8, 2019.
