The petitioner has claimed that this action is categorically excluded under 21 CFR 25.32(k) because the substance is intended to remain in food through ingestion by consumers and is not intended to replace macronutrients in food. If FDA determines a categorical exclusion applies, neither an environmental assessment nor an environmental impact statement is required. AGENCY: ACTION: The Coast Guard will enforce the safety zone for the Pittsburgh Downtown Partnership/Light Up Night Fireworks to provide for the safety of persons, vessels, and the marine environment on the navigable waters of the Allegheny River, miles 0.0 to 1.0, extending the entire width of the river. Our regulation for marine events within the Eighth Coast Guard District identifies the regulated area for this event in Pittsburgh, PA.
