Take notice that on November 2,
2018, pursuant to Rule 207 of the
Commission’s Rules of Practice and
Procedure,1 New England Ratepayers
Association (Petitioner) filed a petition
for declaratory order (petition) finding
that Senate Bill 365 2 is preempted by
the Federal Power Act and violates
section 210 of the Public Utility
Regulatory Policies Act of 1978,3 all as
more fully explained in the petition.
Any person desiring to intervene or to
protest in this proceeding must file in
accordance with Rules 211 and 214 of
the Commission’s Rules of Practice and
