also publish an annual fire safety report
containing the institution’s policies
regarding fire safety and the fire
statistics information. Further
institutions are required to maintain a
fire log that records the date, time,
nature, and general location of each fire
in on-campus student housing facilities.
This request is to extend the current
approval of reporting requirements
contained in the regulations. The
collection requirements in the
regulations are necessary to meet
institutional information reporting to
students and staff as well as for
reporting to Congress through the
Secretary.

application from BETM for authority to
transmit electric energy from the United
States to Mexico as a power marketer for
a five-year term using existing
international transmission facilities.
BETM is also certified as a Qualified
Scheduling Entity with the Electric
Reliability Council of Texas and is
registered as a wholesale power
marketer with the Public Utility
Commission of Texas.
In its application, BETM states that it
‘‘does not own, operate or control any
electric power supply system in the
United States’’ and that it ‘‘does not
have a franchised service area.’’ The
electric energy that BETM proposes to
export to Mexico would be surplus
energy purchased from third parties
such as electric utilities and Federal
power marketing agencies pursuant to
voluntary agreements. The existing
international transmission facilities to
be utilized by the Applicant have
previously been authorized by
Presidential permits issued pursuant to
Executive Order No. 10,485, as amended
by Executive Order No. 12,038, and are
appropriate for open access
transmission by third parties.
