performance of the functions of the
agency, including whether the
information shall have practical utility;
(b) the accuracy of the agency’s estimate
of the burden of the collection of
information; (c) ways to enhance the
quality, utility, and clarity of the

an exclusive license to U.S. Patent Nos.
8,905,421; 9,445,958; 9,795,522;
9,980,863 and related patent
applications associated with VA
Invention Disclosure number 12–314,
titled, ‘‘Manual Wheelchair System for
Improved Propulsion and Transfer.’’
